Local Hazard Mitigation Plan (LHMP)

 

FEMA defines Hazard Mitigation as any action taken to reduce or eliminate the long-term risk to human life and property from identified hazards of concern.

Sutter County is partnering with the Cities of Yuba City and Live Oak, and several special districts, to update their 2013 Local Hazard Mitigation Plan (LHMP). Flood, drought, earthquake, and wildfire are just a few of the hazards to Sutter County. While natural hazards such as these cannot be prevented, an LHMP forms the foundation for a community's long-term strategy to reduce disaster losses by breaking the repeated cycle of disaster damage and reconstruction.

Communities with a FEMA- approved LHMP are eligible for FEMA pre- and post-disaster grant funding and are better positioned to respond and recover when disasters occur. Through the LHMP development process, Sutter County and the City of Yuba City can also assist in lowering the costs of flood insurance to county residents through the National Flood Insurance Program's (NFIP) Community Rating System (CRS).

2021 LHMP Update

 

Sutter County is partnering with the Cities of Live Oak and Yuba City and several special districts to develop a Local Hazard Mitigation Plan (LHMP) Update to their 2013 plan. The purpose of this LHMP Update is to assess community risk and vulnerability to identified hazards, implement actions to reduce future losses, and maintain eligibility for federal mitigation funds in accordance with the Disaster Mitigation Act of 2000.

 

Public Review Draft

Members of the community have a very important role in this process. A draft of the LHMP Update is available for review and comment by the public and all interested stakeholders. Use the link below to view in PDF format or review the hard copy placed at Sutter County OEM.

Upcoming Meetings

 

LHMP Public Review Draft and Public Meeting. A public meeting on the Draft LHMP Update will be held Wednesday, May 5 from 5:30-7:00 pm via Zoom.

Final HMPC Meeting. Our final planning team meeting is scheduled for Thursday May 6 from 9:00 - 11:00 am, also via Zoom. It is important that everyone attend this final meeting to address any public comments received and to finalize all input to the LHMP.
