The County of Sutter has developed and established policies that balance an individual's right to privacy with the public's right to access government records under the state of California's Freedom of Information Act and the California Public Records Act.

Privacy Policy Summary

County of Sutter (County) policies exist to ensure that government is open and that the public has a right to access appropriate data and information in possession by the County government. At the same time, there are exceptions to the disclosure of data and information provided by County policies, and State and Federal laws. These exceptions include the privacy of individuals.

During your visit to the County's website, information that is not readily identifiable to an individual (non-personal in nature) may be automatically collected and stored.

Only personal information that is voluntarily provided, through such activities as sending an e-mail or submitting an online form, may be collected. If you choose not to participate in these activities, your choice will in no way affect your ability to use any other feature of the County's website.

We strive to protect personally identifiable information by collecting only information necessary to deliver our services. All information that may be collected at this site becomes public record that may be subject to inspection and copying by the public, unless an exemption in law exists. For instance, if personal information is requested or volunteered, County rules and regulations or the Federal Privacy Act of 1974 may protect it from disclosure.

Security measures have been integrated into the design, implementation, and ongoing practices of the entire County operating environment as part of its continuing commitment to risk management.

The County provides this website and the information it contains as a public service. This system is monitored to ensure proper operation, to verify the functioning of applicable security features, and for comparable purposes. Anyone using this system expressly consents to such monitoring.

Unauthorized attempts to modify any information stored on this system, to defeat or circumvent security features, or to utilize this system for other than its intended purposes are prohibited and may result in criminal prosecution.

WiFi Terms & Conditions of Use

Public Wireless Access Terms & Conditions
The free wireless internet service provided by the County of Sutter is for use by the Public. All users are required to accept the terms and conditions before gaining access. By using this wireless access network, the user acknowledges that he/she is subject to, and agrees to abide by, all laws, and all rules and regulations of local and federal government, that are applicable to internet use.

Acceptable User Policy
The public wi-fi is indended to be used in an appropriate manner. The County may, at it's discretion, block or limit access to certain websites that you may seek to access while using the public wi-fi.

This includes but is not limited to websites and/or services that:
  • contain any viruses, malware or other computer programming routines that may damage, modify, delete, detrimentally interfere with, or access without authority any County system, data or personal information
  • provide access to, create, store, distribute or display offensive, pornographic or illegal text, graphics, audio or video
  • are used for downloading or copying of copyright protected material
  • are used for online gambling
  • are used to harass or attempt to harass other people
  • are offensive or promote racism, bigotry, hatred or physical harm of any kind against any group or individual
  • promote conduct that is abusive, threatening, obscene, defamatory or libelous, or
  • further or promote any criminal activity or enterprise, or provide instructional information about illegal activities, including but not limited to:
    • making or buying illegal weapons
    • violating someone's privacy, or
    • creating computer viruses or malware.
The County will take reasonable steps to make sure access through this public wi-fi connection is secure, however we cannot guarantee the security of the public Wi-Fi at all times.

You are solely responsible for any information or data uploaded, downloaded or otherwise communicated using the County's public wi-fi, and are responsible for keeping all usernames, passwords and other security-based information secure and private at all times.

The County will not be liable for any kind of loss or damage incurred as a result of use of the freely provided public wi-fi.

The County strongly recommends you install a personal antivirus and firewall on your wireless enabled device to block unwanted traffic and potentially malicious files.

The County reserves the right to disconnect any user at any time and for any reason.
